Avalanche hazard assessment and planning of protection measures
Technical defense measures are used to prevent negative consequences of future avalanche events. Effective avalanche defense measures require that the threatening hazard is recognized completely, the position is recorded (localized) and an assessment can be made regarding its causes and effects. The following categories generally apply for the conceptual representation of hazards and risks: hazard (indication) maps, process maps (intensity maps), hazard zone plans and risk maps. This chapter covers the principles and tasks of the planning phase of avalanche defense until the approval (acceptance) of a plan before the start of the implementation of the measures. The planning procedure identifies all legally standardized planning and decision‐making processes in the context of a planning process. In avalanche defense, protection objectives serve to prioritize projects, the evaluation of the economical, ecological and social effects and the selection of the most efficient and most economical protection option.
