Development of a Roadway Index for the North Texas Tollway Authority
This paper focuses on the innovative techniques that the North Texas Tollway Authority (NTTA) uses to assess pavement conditions, manage its pavement network, and demonstrate stewardship to stakeholders. The method used for condition assessment takes into account the pavement's current condition, its structural integrity and remaining useful service life, and the level of maintenance it receives to generate a single rating: the roadway index (RI). The RI is analogous to an assessment of person's health, taking into account current condition, future prognosis, and current level of care. As such, considering any element separately only tells part of the story and could lead to poor decision making. This comprehensive approach is important when communicating with executive management and outside stakeholders, as simple but complete evaluation criteria lead to better decision making. The RI strives to explain pavement condition in one single, easy-to-understand and easy-to-communicate rating.
