Therefore, it is my recommendation to adopt Alternative #4 - Utilization of Surplus Inventory, but to modify this alternative by adopting the substitute herbicides to replace Silvex as described in Alternative #2. Specifically: - approved substitute herbicides will be used in place of Silvex - mechanical and manual vegetative control methods will be thoroughly and fairly considered in accordance with the Director's instructions. Alternative #4 is consistent with the criteria set forth in the Director's instructions [sic] regarding deviation from the non-declining even-flow policy" P. xviii [18]. (From District Manager George Francis' letter of transmittal dated 8/31/79, in V. 1.) This record of decision was reissued in 1985 following objections to the original.
