Assessment of Critical Success & Failure Factor in Execution Phase of Ethiopian Road Constriction Project
Infrastructure projects, such as road constructions, are one of the most important projects in Ethiopia. However, most of the road projects are failing and this study was initiated reports of the exaggerated time and cost overrun in Ethiopia highway projects. Accordingly, the study assessed the critical success and failure in the construction stage of Ethiopian road projects. This research primarily attempts to assess how road construction are completed successful by conducting a literature review and a case study on the selected road construction projects which are successfully completed and progressing on time and on budget. A project success criterion is developed and three road construction projects are selected for the case study. Secondly A literature review and questionnaire survey is also conducted to assess the critical failure factors. The output of the questionnaires is analyzed by the relative important index and the relationship among the parties is measured using Spearman"s rank correlation. As a result of the study Capacity, project monitoring, post failure review, right of way, on time payments, on time inspecting and testing, approving working drawing, preventing issues/claims from being disputes with in the contractor, client and consultant are the most critical success factors. The critical failure factors pointed out in the questionnaires survey are Right of way problem, Lack of application of construction management tools and techniques, Shortage of construction materials, Low productivity and efficiency of equipment, Fluctuation and escalation in prices of materials and machinery. Based on the result it is concluded that 85% of the problem of the industry is Capacity and Experience related problems. It is also recommended that the Employer (ERA) should facilitate joint venturing (including foreign contractor) and taking in to consideration of the overall capacity of the contractors the numbers of project being awarded to road contractors should be limited. A further study on the application and adoption of Line of Balance scheduling method in to Ethiopian road projects should be studied
