FACTOR THAT AFFECT CONSTRUCTION PROJECT CLOSEOUT DELAY IN 40/60 SAVING HOUSES PROJECT OF ADDIS ABABA
The purpose of the study is to identify construction project closeout delay in 40/60 saving houses project of Addis Ababa. The significant of the research is to identify the project closeout delay in 40/60 saving house and tries to recommend the remedial actions to be taken for effective closeout strategy of a project. This research used both primary and secondary data and also involved both qualitative & quantitative research design. The target population the study selected sample of 30 individual, the researcher was distributed structured survey questionnaires to client, consultant, designer, project manager and contractor those who involve in 40/60 saving house project. The findings of this research show that contractor's lack of preparedness and planning for closeout, inability to provide appropriate manpower to finish the project, delay by owner for work payment before substantial completion, lack of technical experience, planning and resource allocation by the contractor was the main cause of project closeout delay. Planning closeout early at the preconstruction stage, incentive for early completion, penalty for late completion, timely resolution of change orders, reduce punch list items, and make timely payments were seen as effective strategy for delay in project closeout. Finally, in order to enhance the project closeout, the findings suggested that financial incentives for achieving on time completion and penalties for delays were viewed as being effective strategy to solve the closeout problem.
