From investing in public spaces depends on whether cities are lively, sustainable and healthy. These three aspects are more important than ever in today's cities, where we face the lack of live communication, the challenges of climate change and a healthy lifestyle. The main problem of the research work is the unformed system of public spaces in Lukiškės. In order to form this system, it is important to solve the problems in the territory: to integrate the Lukiškės prison complex and the territory behind the Seimas into the environment, to renovate the Neris embankment or to create new housing. In order to solve these problems in the practical work, it was decided to design a multifunctional complex in the territory outside the Seimas. The creation of new pedestrian paths and public spaces in the territory would improve the system of public spaces in the western part of Lukiškės, and the creation of mixed functions with the surrounding attractive architecture would invite new flows of people.
