The overall plan of the territory of Lazdijai District Municipality was prepared basing on the decision of the District Municipality Council of 8 February 2005 and the regulation approved by the Ministry of Environment. During the performance of the overall zoning of the territory of Lazdijai District the following were distinguished: state parks, other guarded territories, functional zones of the farm land, forestry management land, territories intended to use for recreation and other purposes, water management land, not assigned to the state parks and other guarded territories land and land intended for other purposes. In the overall plan the harmonization of the natural carcass and the urban carcass was given consideration. The system of the natural carcass of the district is divided into three parts: geo-ecological watersheds, areas of internal stabilization, and migration corridors. The urban carcass consists of the cities (Lazdijai and Veisiejai) and the prospective villages (A, B, C, and D category centres). The areas of recreation resources outlined in the territory of Lazdijai District match the two categories of the development potential: the areas of recreation of big, medium, quite small and small potential. In accordance with the perspective specialisation of the centres servicing the recreation areas the inhabited areas of the district are divided into: areas of general tourism, cognitive tourism and recreational tourism. The agrarian territories of Lazdijai District having the priority of farming are divided into the following zones: the zone under influence of the cities, the zone of good farming value, the zone of medium farming value, and the zone of land with little and satisfactory farming value.
