Thisstudy aims to analyze the comparison of participatory development planning with regional planningin Desa Sungai Beringin dan Desa Rawa Bangun, District Rengat, Indragiri Hulu Regency, RiauProvince. This research uses descriptive qualitative method aims to obtain a thorough comparisonwith participatory development planning regional planning. The results show that the participatorydevelopment planning involves many grassroots communities, such as women, the poor andordinary people. And these communities continued to follow his proposal to ketahap decisionmaking. While the local development planning cendreng elitist, less accommodated proposalsfrom the community and the public are not involved until kepengambilan planning decisions.Some of the constraints faced by local government in terms of development planning are: the lackof human resources in the areas of planning, budget constraints, and many of the politicaldecision-making.
