The new strategy of spatial development of the Russian Federation: prospects for the Rostov region
The spatial development strategy of the Russian Federation (SDS RF) is a fundamental document for the formation of the urban planning policy of the regions. In December 2024, a new version of the strategy was approved for the period up to 2030 with a forecast until 2036. This document contains significant changes that will affect the drafting of territorial planning documents in the regions. This article discusses some aspects related to the implementation of the Strategy in the urban planning policy of the Rostov region through regional standards for urban planning. A new concept has been proposed to determine the design indicators for regional standards for urban planning of the Rostov region. The concept takes into account optimization of service facilities network based on the urban planning system of a population center with adjacent settlements. The proposed approach will mitigate the negative consequences of the asymmetry of the settlement system in the Rostov region.
