Decade program deals with advancement of hydrology and improvement in its application to aid rational management of water resources throughout world; 80 nations are cooperating for catalyzing and coordinating program, which began in Jan 1965; activities range from specific topical research to observation and analysis of global hydrological phenomena; program emphasizes education and training to alleviate critical world shortage of hydrologists; projects are aimed to alleviate shortage of water data for two-thirds of world's land area and to contribute to development of improved water supplies in underdeveloped areas.
