Abstract This article firstly presents evidence of the guiding role of new institutional economics and urban planning for Shenzhen's historical development, and their significant influence on Shenzhen's all-round development, especially from the socio-economic, urban and environmental aspects in a descriptive approach. To be specific, Shenzhen's development achievements over the past 40 years of reform and opening up have concretely proved the enormous contributions of transaction cost theory, property rights theory and urban planning, relevant policy and governance. It's extremely important to rethink the future development direction of Shenzhen by taking its fruitful reform and opening up as a new starting point. Thus, through the qualitative analysis of Shenzhen's best practice, the present study aims to provide a research proposal for understanding by what means Shenzhen can further implement the sustainability and resilience towards 2030 from environmental, social, and economic aspects.
