The invention relates to a highway waste asphalt removing and regenerating construction integrated device and a construction method thereof. The highway waste asphalt removing and regenerating construction integrated device is characterized by comprising a vehicle body and a coil heating device, wherein the coil heating device is arranged in the front of a transportation vehicle; a cutting device is arranged behind the coil heating device, the cutting device comprises a hydraulic cylinder fixed on a carriage; a track is arranged on the side edge of the hydraulic cylinder, and is provided with a movable tackle connected with the hydraulic cylinder; and a telescopic rod is connected below the movable tackle, and the bottom end of the telescopic rod is provided with a rotatable cutting knife which is capable of penetrating through the ground. Compared with the prior art, the highway waste asphalt removing and regenerating construction integrated device is larger in occupying area and higher in cost as multiple equipment simultaneously work in a synergetic way in a construction process in a disclosed compared document, and the highway waste asphalt removing and regenerating construction integrated device disclosed by the invention has several functions of heating, cutting and grinding a mixed material and discharging a new material, and the equipment cost is greatly lowered.
