The invention discloses a multi-layer composite thermal insulation board and a preparation method thereof. The thermal insulation board comprises a thermal insulation layer, an aluminum layer and an outer coating layer, wherein the aluminum layer is attached to the upper surface of the thermal insulation layer; the outer coating layer is coated on the upper surface of the aluminum layer and comprises a first substrate and hollow ceramic balls which are scattered in the first substrate; the thermal insulation layer comprises a second substrate and closed pore particles scattered in the second substrate; at least one of the upper surface and the lower surface of the thermal insulation layer is provided with a plurality of concave cavities. The multi-layer composite thermal insulation board has the advantages of attractive appearance, flame resistance, weather resistance, corrosion resistance, water proofing and the like while the thermal insulation effect is further improved.
