The invention discloses a low-strain dynamic testing meter for an underwater pile foundation. A driving hammer and a stress wave receiving probe are integrated in a stress wave generating and receiving device, and meanwhile, the driving hammer falling and retracting automation is realized, the stress wave generating and receiving device is fixed at the top of the pile foundation through a balancing weight and a fixing device, an adhesive fitting gelatinous layer is arranged at the lower end of the stress wave receiving probe, the lower part of a left cavity is provided with a water resistant door capable of being opened and closed, the lower surface of the water resistant door is made of rubber material, when the stress wave generating and receiving device is compressed on the pile, a frame body block presses the pile and is sealed with a pile cap, and then the water resistant door is opened; by means of the structure, the left cavity can always locate at a water-less state, and the influence to the knocking effect due to the friction between the driving hammer and water when the driving hammer falls off is avoided. The low-strain dynamic testing meter for the underwater pile foundation can be used in deep water and high pressure; the driving hammer is combined with the detection probe, the driving hammer can knock the pile under a water-less environment, and the stress wave generating and receiving device has good fixing effect.
