The present invention relates to an external heat insulation panel assembly which is coupled to the walls of various buildings and which is used for external heat insulation of a building, and a method for constructing external heat insulation for a building by using the same. The external heat insulation panel assembly according to the present invention comprises: a heat insulation panel which is fixed to the wall of a building and which comprises a heat insulation material; an exterior panel which covers the heat insulation panel and which comprises a base panel coupled to the front surface of the heat insulation panel, and a waterproof layer formed on the front surface of the base panel; and a panel fixing body which is coupled to the wall of a building and which fixes the heat insulation panel to the wall of a building. A coupling groove is provided in one of the heat insulation panel and the exterior panel, and the other has a coupling protrusion which can be inserted into and coupled with the coupling groove when the heat insulation panel and the exterior panel are coupled. The external heat insulation panel assembly according to the present invention has a simple structure and can be manufactured at lower cost.
