The invention provides a waterborne epoxy-acrylic acid self-layering emulsion for protecting concrete surfaces and a preparation method of waterborne epoxy-acrylic acid self-layering emulsion. According to the invention, an RAFT fine emulsion polymerization method is utilized to prepare the epoxy-acrylic acid emulsion. The method effectively realizes the control of the adding amount of epoxy monomers. Epoxy emulsion, the epoxy-acrylic acid emulsion, acrylic emulsion, various assistants and the like are prepared into a self-layering concrete protective agent, the coating technology is simplified, and the advantages of good adhesive force of the epoxy and the ageing resistance of the acrylic acid are furthest played.
