The invention provides a novel enclosure system of soft-hard occlusion piles and a construction method. Cement stirring piles and reinforced concrete piles are occluded with each other, thereby forming a novel soft-hard occlusion composite support structure having soil-blocking and water-insulating functions; the conventional construction process of occlusion row piles is replaced, so that the aims of reducing the occupied space of the enclosure system, bringing convenience to construction, reducing the cost, shortening the construction period, raising the civilized construction degree and the like are fulfilled. Moreover, compared with the conventional occlusion row piles, the novel enclosure system has the advantages that the construction time of the reinforced concrete piles is not limited by the construction time of the cement stirring piles, convenience is brought to comprehensive arrangement of construction machines, and the construction period is shortened.
