Heat-insulating building mortar is disclosed. The mortar comprises a cementing material, modified polystyrene foam particles, modified expanded perlite, a cementing material modifier and fiber. The modified polystyrene foam particles comprise polystyrene foam particles, a polystyrene foam modifier and coal ash. The modified expanded perlite comprises expanded perlite, an expanded perlite modifier and sodium hydroxide. The cementing material modifier comprises a polymer bonder, an air-entraining water-reducing agent and a coal ash activator. The mortar is advantaged by a low heat conduction coefficient, good heat insulation performance, high compressive strength, good construction performance, high bonding strength, capability of free of base-layer treatment, and good seepage-proofing and anti-cracking performance.
