The substrate material is prepared by mixing and sintering 5ZnO.2B2O3 powder and Pb1.5Nb2O6.5 powder, wherein the molar percent of Pb1.5Nb2O6.5 is 4.5-7.0 mol%. The substrate material has a principal crystalline phase of 3ZnO.2B2O3, a minor crystalline phase of Pb1.5Nb2O6.5, a dielectric constant epsilon r of 7.7-8.6, a quality factor Q*f of 9,974-16,674 GHz and a resonant frequency temperature coefficient tau f of -14 to +21 ppm/DEG C, a microwave dielectric performance requirement of a circuit on the substrate material is met, a sintering temperature requirement and a chemical compatibility requirement on co-firing with silver are met, low-temperature co-firing with a silver electrode can be well realized, raw materials are low in price, a process is simple, and the production cost is low.
