The high dielectric constant and low loss ceramic capacitor dielectric is characterized by being prepared from the following raw materials in parts by percentage: 54-91% of BaTiO3, 2-13% of MgSnO3, 2-15% of SrZrO3, 0.05-1% of Nb2O5, 0.03-1% of CeO2, 0.1-1.0% of ZnO, 0.03-1% of Co2O3, 2-15% of BiScO3. The invention further provides a preparation method of the high dielectric constant and low loss ceramic capacitor dielectric. The high dielectric constant and low loss ceramic capacitor dielectric provided by the invention is high in dielectric constant, high in voltage resistance and low in dielectric loss, and does not have any pollution in the preparation and using process, and is capable of reducing the cost of the ceramic capacitor with high dielectric constant and low loss and is suitable for preparing a monolithic ceramic capacitor and a multilayer-chip ceramic capacitor.
