The invention discloses a suspended and open type novel hanging basket device and a construction method of the suspended and open type novel hanging basket device. The hanging basket device comprises a suspended hanging basket, an anchoring system, a walking system, a hydraulic adjusting system and a hoisting and pouring system. The suspended hanging basket is a main structure of a hanging basket and is mainly characterized in that a bottom formwork bracket and four hanging bands are in rigid connection to form a whole; the bottom formwork bracket is provided with a bottom formwork, a side formwork and a hydraulic system. The suspended hanging basket is mounted on the walking system anchored to a completed pouring segment. The two rear hanging bands are fixed to a beam of the walking system in a rolling shaft mode. An adjusting hydraulic jack is placed on the outer side of a track beam of each of the two front hanging bands. Adjustment of the posture of the suspended hanging basket is achieved by adjusting the height of the front hanging bands, and the requirement for bridge alignment is met.
