The invention discloses a device and a method for connecting reinforcing bars of a pile foundation reinforcing cage. The device comprises two flanges and a plurality of groups of bolt assemblies, wherein the two flanges are fixedly arranged respectively on the abutting ends of main reinforcing bars of the upper and lower sections of a reinforcing cage, the flanges comprise circular pipes and end plates which are fixedly arranged respectively on one end of each circular pipe, the end plates of the two flanges are oppositely arranged, through holes which are used for arranging the bolt assemblies are correspondingly formed in the end plates of the two flanges, the main reinforcing bars of the upper and lower sections of the reinforcing cage are respectively arranged around the outer circumferential surfaces of the circular pipes of the corresponding flanges, the main reinforcing bars of the upper and lower sections of the reinforcing cage are parallel to the axial direction of the circular pipes of the two flanges, the outer diameter of each end plate is greater than that of each circular pipe, and the ends of the main reinforcing bars of the upper and lower sections of the reinforcing cage are respectively abutted against the end plates of the corresponding flanges. According to the device and the method, the onsite mechanical connecting efficiency of the pile foundation reinforcing cage can be improved, and the processing cost of the reinforcing cage can be reduced.
