The invention relates to an open-air distributing structure of a main plant of a thermal power plant, in particular to a method for open-air arrangement of the main plant of a fuel gas-steam combined-cycle power plant. The method has the key points that the open-air arrangement is carried out by adopting cover shells by gas turbines and gas turbine generators in a gas turbine generator unit, other auxiliary devices adopt a container form to carry out concentrated open-air arrangement at one side, which is close to the corresponding gas turbine and gas turbine generator, of each of the other auxiliary devices, and a passage is reserved at the other side of each auxiliary device to be used for an overhauling crane to stop. According to the method disclosed by the invention, a steam turbine is in high-position arrangement, downward steam discharging is adopted, buildings above a running layer are removed by a steam turbine room, and a floor slab of the running layer is used as a top cover of the steam turbine room; a gantry crane or an automobile crane is adopted, thus the works of installing and civil engineering can be simultaneously carried out or can be orderly carried out in a crossing way, the construction period is shortened, building materials are saved, the construction cost is reduced, and the running cost of heating, ventilation and air conditioning is effectively reduced.
