The device comprises a steel plate, a supporting seat, a reinforcing U-shaped loop and U-shaped loops; the U-shaped loops are uniformly arranged within the extending length range; the reinforcing U-shaped loop is arranged at the end part in the extending length; pressing strips, which are uniformly arranged within the extending length range, are arranged in full length within the extending length range and in the direction vertical to a stressing steel plate; the reinforcing U-shaped loop is arranged at the end part in the extending length.
