The invention relates to an overall reinforcement binding and hoisting construction method and construction device adopting upstroke movable scaffolding. Concrete is poured in the position of a reinforcement cage in an external formwork to form a box girder; the poured box girder is subjected to construction procedures including equal-strength curing, tensioning, grouting and anchor sealing; meanwhile, a mold is arranged on the box girder poured in a former hole, and the reinforcement cage is bound on the mold in the longitudinal direction. Then the upstroke movable scaffolding passes a hole and moves the a next span, after adjustment in position, the reinforcement cage is conveyed to the upstroke movable scaffolding from inside of the mold and is hoisted to the external formwork through a hoisting device to realize synchronous operation, and the construction period for each hole can be shortened by about 5 days. Compared with the traditional construction process, the requirements for large span, large tonnage and high clearance are met, and the construction method and the construction device are also applicable to conditions that gantry crane traveling tracks cannot be arranged below a bridge surface for offshore construction and the like.
