The invention relates to a preparation method of a leather meal cement foaming agent. The preparation method comprises the following steps: adding water, leather meal and alkali and hydrolyzing at 80-100 DEG C for 7-9 hours; carrying out centrifugal filtration; adding a proper amount of solvent S to the obtained hydrolysate, and keeping the pH neutral, and preparing an animal protein-based cement foaming agent base liquid under the condition; and adding different kinds of foam-stabilizing components and enhancing components to the base liquid, mixing evenly and preparing the animal protein-based cement foaming agent. The obtained foaming agent is high in foaming capacity, fine and uniform in foam, high in stability, low in price, and available in raw material; the tanning solid waste resource utilization way is expanded; if the foaming agent is popularized and applied, the problem of solid waste recycling of the tanning industry can be relatively well solved.
