The invention relates to a device for ensuring an annular concrete pole protection layer. The device comprises a spherical cushion block, a tie wire and a semi-spherical surface, and is characterized in that the spherical cushion block (2) is made of mortar concrete; the tire wire (1) is buried into the spherical cushion block (2); and the height between the semi-spherical surface (3) and a spherical cap (4) is the thickness of the protection layer. The device has the advantages of being simple in structure, easy to operate, high in qualified rate and the like.
