The invention discloses an initial rainwater discarding system and a discarding method thereof. The initial rainwater discarding system comprises a water inlet pipe, a first manifold, a first liquid level control device, a second manifold, an emptying pipe, a second liquid level control device, a water discharge pipe, a first connecting pipe, a second connecting pipe, a first water collecting tank and a second water collecting tank. By means of the joint action of the first water collecting tank, second water collecting tank, first liquid level control device and second liquid level control device, the initial rainwater discards automatically, the working condition switch is reliable, and electric drive is not needed; through regulating the opening degree of each of a first control valve and a second control valve, the rainwater emptying time of the first water collecting tank and second water collecting tank can be controlled, and the initial rainwater discarding amount is reduced when the interval between two times of rainfall is small; after ending rainfall, the initial rainwater in the first water collecting tank is gradually drained into a sewage pipe network through the emptying pipe, and the overload pressure on a sewage treatment plant due to high flow in the rainfall period is reduced.
