The invention discloses an energy saving and thermal insulating wall which comprises a main wall body (1). The main wall body (1) is a building block layer or a concrete layer, a first mortar layer (2a) is arranged on the outer side face of the main wall body (1), a sheet metal layer (7) is arranged on the first mortar layer (2a), a second mortar layer (2b) is arranged on the sheet metal layer (7), a thermal insulation coating layer (6) is arranged on the second mortar layer (2b), the thickness of the thermal insulation coating layer (6) ranges from 1 mm to 2 mm, the sheet metal layer (7) is a hollow plate, grooves (11) which are distributed in a grid-shaped mode are formed in the side face of the hollow plate, rib plates (10) are arranged in the hollow plate, and through holes (9) which make cavities be communicated with one another are formed in the rib plates (10). According to the energy saving and thermal insulating wall, the number of structural layers of the insulating layer is reduced, the overall thickness is decreased, the thickness is two thirds to half of an existing outer insulating layer, the weight of the insulating layer is decreased by 30-40%, the strength of the main wall body is improved, the load of the main wall body is reduced, building materials are saved, and materials which are prone to peeling and cracking and not good in fire resistance are omitted; meanwhile, the construction is simpler and more convenient, the construction efficiency is high, and the expense cost is reduced.
