The invention discloses a waterproof and dampproof foundation, which comprises a foundation flat plate and concrete vertical piles, wherein the concrete vertical piles are respectively connected with and arranged under the foundation flat plate, a cement plate layer is arranged above the foundation flat plate, an asphalt waterproof layer is arranged between the cement plate layer and the foundation flat plate, a waterproof concrete layer is arranged at the lower surface of the foundation flat plate, and is manufactured by mixing concrete and anti-permeability waterproof agents, and the foundation flat plate consists of concrete and a steel bar net pre-buried in the concrete. Through adopting the mode, the waterproof and dampproof foundation has the advantages that underground moisture can be prevented from influencing the foundation flat plate through the waterproof concrete layer, but the foundation flat plate can still possibly become humid or can seep water due to surrounding environment, the conduction of moisture in the foundation flat plate on the cement plate layer can be prevented by the asphalt waterproof layer, the dryness of the cement plate layer is ensured, and the occurrence of mildewing phenomenon inside a building is reduced.
