The invention discloses a water comprehensive regulation and storage application system which comprises a regulation and storage tank body which is communicated with an outside rainwater pipeline and a recycling well which is arranged inside the regulation and storage tank body and leads to the outside of the regulation and storage tank body, the regulation and storage tank body is buried in soil, the periphery and the bottom of the regulation and storage tank body are wrapped with anti-permeable film, the bottom of the recycling well is provided with a first pump unit which is connected with a recycling pipeline which leads to the outside of the regulation and storage tank body, and the regulation and storage tank body is connected with the outside rainwater pipeline through an unpowered split-flow device. Therefore, rainwater in the outside rainwater pipeline can be filtered and distributed and gathered in the regulation and storage tank body, recycle of the rainwater can be achieved, the burden of an urban rainwater pipe network is eased, and the energy conservation and the environment protection are achieved.
