The invention discloses a prestressing complex fiber reinforcing device for concrete slab beam and an implementation process. The prestressing complex fiber reinforcing device comprises two pairs of anchoring bolts and anchoring steel plates for fixing the two ends of prestressing complex fiber cloth on a reinforced beam; the two ends of the complex fiber cloth are put through the gaps formed between the anchoring steel plates and the concrete slab beam, respectively, and the end portions of the complex fiber cloth is wound around steel bars located on the outer sides of the anchoring steel plates; the anchoring steel plates and the complex fiber cloth are fixed by use of the anchoring bolts; a tensioning device for prestressing the complex fiber cloth and an anchoring device for secondary anchoring when the prestress applied to the complex fiber cloth reaches a designed value are arranged between the two anchoring steel plates.
