The invention discloses a concrete mould bag retaining wall which comprises two main portions: a main body structure and a waterproof and drainage structure. The main body structure is formed by a concrete mould bag baffle plate (1), a platform, slope concrete mould bags (7) and an original-state soft rock body (18). The waterproof and drainage structure comprises a seepage-cut-off blind ditch portion formed by a permeable geotextile (10), a flexible permeable hose (11) and broken stone filling materials (12); a platform drainage ditch (15) portion formed by a bracket support plate (2), a grid support plate (5) and a clay (9) on the platform; and a slope three-dimensional planted grass (16) protection layer portion. The concrete mould bag retaining wall is a retaining wall on the basis of the shear strength of the original-state soft rock body (18); and compared with an existing mortar rubble retaining wall, the retaining wall has the obvious advantages of low cost, easy construction and good environmental protection performance and the like, and is especially suitable for cutting slopes, of which the slope toe is soft rock body, such as easy-to-weather mud rocks and carbonaceous shale and the like.
