The invention relates to a basalt fiber cloth enhanced polyurethane hard foam composite heat-insulating board and a manufacturing method thereof. The basalt fiber cloth enhanced polyurethane hard foam composite heat-insulating board is formed by compositing basalt fiber cloth and polyurethane hard foam, the polyurethane hard foam contains a component A and a component B, the component B is isocyanate, and the component A is mainly composed of flame-retardant polyester polyol, amidogen ester polyol, silicone oil, glycerin, trimer catalyzer, foamer and modified expandable graphite. Flame-retardant performance of a core material of the polyurethane hard foam heat-insulating board reaches class B1, and after the basalt fiber cloth with class A fireproof performance and the polyurethane hard foam core material are composited, compressive strength, bending strength, tensile strength and size stability are all improved substantially. The basalt fiber cloth enhanced polyurethane hard foam composite heat-insulating board is suitable for flame-retardant heat-insulating fields like building walls, detachable board rooms, moving barracks and sentry box construction.
