The invention provides a turnable top-down method steel pipe column verticality adjusting guide device and a construction method thereof. The verticality adjusting guide device comprises a permanent steel pipe column, an upper section verticality adjusting steel tube, a lower section verticality adjusting steel tube and a connection screw rod; the upper section verticality adjusting steel tube and the lower section verticality adjusting steel tube are connected through a flange, and the lower section verticality adjusting steel tube and the permanent steel pipe column are connected through a flange; after pile body pore forming is finished, a lower pile body reinforcement cage is hoisted, then the whole verticality adjusting guide device is hoisted, verticality adjustment and fixing are carried out on the steel pipe column through a ground verticality adjusting positioning platform, pile body concrete is poured, the ground verticality adjusting positioning platform is removed after the pile body concrete solidifies primarily, an upper flange bolt and the upper section verticality adjusting steel tube are detached firstly, then the connection screw rod is screwed, and finally the lower section verticality adjusting steel tube is detached, so that detachment and repeated use of a non-effective section steel pipe column above a top-down method interface layer are achieved. On one hand, top-down method steel pipe column verticality construction control requirements are taken into consideration, and meanwhile construction temporary measure investment is also reduced. The device is low in manufacturing cost, can be recycled and used and is easy and convenient to construct.
