The invention discloses a thermal-insulation and fireproof decorative plate with a rockwool structure. The thermal -insulation and fireproof decorative plate comprises a back plate, a veneer , a rockwool layer and a reinforcing rib arranged in the rockwool layer, wherein the reinforcing rib comprises a foaming thermal insulation layer, a reinforcing layer and a clamping groove plate adopting a U-shaped structure; the reinforcing layer is arranged in the foaming thermal insulation layer and is parallel with the plate surface of the veneer; a groove is formed in the foaming thermal insulation layer vertically or laterally, and the clamping groove plate is arranged in the groove of the foaming thermal insulation layer; the bottom of the clamping groove plate is in contact with the reinforcing layer; a U-shaped opening in the clamping groove plate corresponds to the bottom of the veneer. Besides, the invention further discloses the manufacturing method of the thermal-insulation and fireproof decorative plate with the rockwool structure. The clamping groove plate with the U-shaped structure is mounted in the groove, a pendant clamping plate is clamped to the clamping groove plate, a pendant mounting plate is fixedly connected to the outer wall of a building through a bolt, and the pulling force of a pendant is exerted to the veneer where the reinforcing layer is adhered to the clamping groove plate, so that the whole stress of the decorative composite plate is more uniform, the integrated intensity is strengthened, and the mounting is firmer.
