The invention discloses a rotary sidesway dolly. The rotary sidesway dolly mainly consists of guide pulley sets which are fixed at front and rear ends of the bottom of the dolly, a drive wheel set, a positioning device arranged at the rotary inner side of the dolly and a PLC (programmable logic controller), wherein each guide pulley set mainly comprises at least one pair of direct-movement guide pulleys and a pair of rotary guide pulleys; the drive wheel set mainly comprises a drive wheel and a power providing device; the positioning device mainly comprises at least one trigger device and a plurality of proximity switches; and the PLC is electrically connected with the proximity switches, a lifting device and the power providing device. A control method for the rotary sidesway dolly is characterized in that, actions such as dolly direct-movement removal, dolly fixed-point rotation, sidesway output and the like are precisely completed through use of each constituent part of the dolly. The dolly can be grafted in a bottom-layer parking space of any conventional three-dimensional garage; and the dolly provides a concise and lightsome appearance feeling to people, so that customer experience is better; and during mounting of the dolly, ground construction is not required, and parking of bottom-layer vehicles can be automatically completed by simple assembly on the spot, so that the rotary sidesway dolly is very convenient.
