The invention relates to a highly reactive binding agent system which supplies products having high water and weather resistance. According to the invention, a binding agent system of which at least 90 wt% consists of a binding agent base of the following combination: 18 to 40 wt% of hardener component A, consisting of at least one borate of the formula w MIIO x MIII 2O3 y B2O3 z H2O, wherein MII = Mg, Ca, Sr, Zn, or Cu and 0.5<=w<=4, MIII = Al, Fe, or Cr and 0<=x<=0.5, 1.5<=y<=3.5, 0.66<=Lambda w/y<=1.34, 0<=Lambda x/y<=0.25, and 0<=z<=7.0, 55 to 78 wt% of binder component B, consisting of at least one alkali silicate of the formula: R2O x SiO2, wherein R = Na or K and 2.0<=x<=3.35 and 1 to 10 wt% of accelerator component C, consisting of a metal salt of ortho-, di- or triphosphosphoric acid, selected from completely deprotonated ortho- and diphosphates of non-alkali metals of the 3rd, 4th, and 5th period and aluminium dihydgrogen triphosphate or a mixture thereof.
