The invention discloses a laminated-packaging photovoltaic color steel tile and a manufacturing method. The color steel tile comprises a color steel tile contour plate, a first binding layer, a second binding layer, solar cells, a solar cell conductive strip, a wiring terminal, and an external cover layer. The method comprises the steps: carrying out the dedusting, cleaning and greasy dirt removing of the color steel tile contour plate; carrying out the roll-in cold roll forming of the color steel tile contour plate; bending the color steel tile contour plate into a color steel tile with different concave and convex parts; arranging the solar cells on convex or concave surfaces of the color steel tile contour plate, wherein the solar cells are made of monocrystalline silicon or polycrystalline siliconsilicon; and enabling the solar cells to be placed on the convex or concave surfaces of the color steel tile contour plate at intervals.
