The invention discloses a setting time-adjustable waterproof foam stabilizer and a preparation method thereof. The waterproof foam stabilizer comprises, by weight, 40-60 parts of stearic acid, 8-10 parts of potassium hydroxide, 2-4 parts of soda ash, 25-38 parts of ammonia water, 0.06 parts of sodium fluoride, 6-9 parts of triethanolamine, 10-50 parts of sodium chloride, 5-15 parts of lithium carbonate and 814-904 parts of water. The waterproof foam stabilizer prepared in the invention can be applied in foamed cement in order to effectively control the setting rate of the foamed cement at different production environment temperatures, has a far lower formwork collapsing rate than a same type of common ammonium stearate emulsion stabilizers, can shorten the demolding and cutting time, shortens the construction period, and is suitable for popularization use.
