The present invention discloses a cold-mix asphalt mixing material production process and stirring equipment thereof. The process mainly comprises combining an intermittent stirring production process matched with a first-stage buffer bin and a continuous stirring production process matched with a second-stage buffer bin, and specifically comprises: concurrently conveying various precisely-measured aggregates into a first-stage intermittent stirring main machine through the first-stage buffer bin, carrying out intermittent complete pre-stirring on the aggregates, water and cement, metering the pre-stirred mixing material by using an electronic belt scale and conveying into a second-stage continuous stirring main machine through the second-stage buffer bin, concurrently spraying emulsified asphalt, and carrying out final mixing. According to the present invention, the process is rational, the complex aggregate and asphalt heating system and the secondary screening system are removed, the equipment weight is substantially reduced, and the equipment further has characteristics of small volume, low energy consumption, light pollution, low cost, high yield, and high efficiency.
