The invention relates to the technical field of asphalt production, in particular to an asphalt cold-recycling stirring process and equipment thereof, which are used for producing a modified emulsified asphalt mixture through large-scale cold mixing, improving the mixing effect and reducing the loss of asphalt. The method comprises the following steps of: metering various aggregates through an electronic scale, and feeding the materials into a primary stirrer through a horizontal belt conveyor; conveying cement in a cement bin to the electronic scale through a spiral conveyor for metering andconveying into the primary stirrer through the spiral conveyor; conveying the stirred aggregates to a secondary stirrer through the finished product belt conveyor after the aggregates are fully and uniformly stirred in the primary stirrer; directly erecting the secondary stirrer on a finished product bin, and pressurizing asphalt in an asphalt tank by an asphalt pump to enter a pipeline and uniformly spraying the asphalt onto the aggregate through the spraying device on the secondary stirrer; and adopting a double-shaft double-motor secondary asphalt stirrer as the secondary stirrer, and carrying out forced stirring by a double-shaft double-motor secondary asphalt stirrer to make the stirred finished product material directly enter the finished product bin.
