The invention provides an underwater pile driving plant which can be used underwater and is low in cost and convenient to use. The underwater pile driving plant is mainly composed of a pile driver and a recoil base. Combustion-supporting gas and fuel are injected into a detonation cavity and are ignited through an ignition device. The mixture of the fuel and the combustion-supporting gas deflagrates; the great pressure generated by detonation enables the pile driver to move downwards and the recoil base to move upwards for separation; the pile driver transmits the pressure to an anchor pile, and the anchor pile is stressed and inserted into the seabed a little more deeply; the recoil base moves upwards and descends again after detonation is finished, waste gas generated during detonation is exhausted via vent holes, and the recoil base resets; combustion-supporting gas and fuel are reinjected into the detonation cavity and are reignited through the ignition device; the operations are conducted repeatedly until the anchor pile is completely inserted into the seabed.
