The manufacturing method comprises the following steps: firstly, performing pretreatment on the surfaces of plant fibers by adopting a river character fluorine carbon emulsion resin impregnation treatment process, so as to enable the inner and outer surfaces of the plant fibers to be coated with a layer of thin polymer film, then spraying linseed oil mist to enable each of the whole fibers to be compact, improved in the water resisting property and have a certain rigidity; secondly, adding coal ash, modifying coal ash to replace part of cement, therefore the production of calcium hydroxide after hydration is reduced, and the corrosion resistance of plant fibers is improved.
