The invention discloses a thermal-insulation sound-insulation type plant fiber cement composite ribbon board. According to the invention, a teflon emulsion dipping treatment process is employed to pretreat the surfaces of plant fiber so as to allow the internal and external surfaces of the plant fiber to be coated with a polymer film, the polymer is cured after drying, then mist-like waste engine oil is sprinkled, so the entire fiber is compact, obtains certain rigidity and has improved water resistance; and then fly ash is added to modify and replace a part of cement, so the generation amount of hydrated calcium hydrate is decreased, and corrosion resistance of the plant fiber is improved. Thus, the prepared plant fiber cement composite ribbon board has the advantages of thermal insulation, sound insulation, high compactness, good permeability, low cost, etc.; the level of comprehensive utilization of plate fiber is increased; and severe damage caused by improper disposal of waste resources is reduced.
