A rotating wheel controlling an inner plate to ascend and descend is composed of a spring, a shaft, an ejector rod, a rotating wheel body, the inner plate and a door plate and is characterized in that the ejector rod protrudes out of a door frame at the position where the door frame is combined with the front side of the door plate, a round hole is formed below a door handle of the door plate and corresponds to the ejector rod, the rotating wheel body is installed in the round hole, the lower face of the ascending and descending end of the rotating wheel body is movably connected with the inner plate through the shaft, the contact end of the rotating wheel body corresponds to the ejector rod, the upper face of the ascending and descending end of the rotating wheel body is hooked by one end of the spring, and the other end of the spring is hooked to the door plate. When a door is closed, the ejector rod is inserted in the round hole in the door plate, the ejector rod ejects the contact end of the rotating wheel body to push the rotating wheel body, and the ascending and descending end of the rotating wheel body faces downwards so that the inner plate can move downwards; when the door is opened, the door plate is opened, the ejector rod retreats from the round hole in the door plate, the ascending and descending end of the rotating wheel body ascends through tensile force of the spring, and the inner plate is driven to retract. The rotating wheel has the advantages that after the door plate is closed, a gap at the bottom of the door plate can be automatically closed, and the function of preventing small animals and insects from entering a room is achieved.
