The invention provides a double-layer flow guiding and intercepting oil containment boom. The double-layer flow guiding and intercepting oil containment boom comprises a short freeboard, a high freeboard and a double float with a trapezoidal cross section. Both the short freeboard and the high freeboard are arranged on the double float. Both the short freeboard and the high freeboard are arranged in the direction perpendicular to the trapezoidal cross section of the double float. Both the short freeboard and the high freeboard protrude out of the top face and the bottom face of the double float. The length of the part, protruding out of the top face of the double float, of the short freeboard is smaller than that of the part, protruding out of the top face of the double float, of the high freeboard. The length of the part, protruding out of the bottom face of the double float, of the short freeboard is smaller than that of the part, protruding out of the bottom face of the double float, of the high freeboard. Oil gathering grooves are formed in the outer side of the top face and the outer side of the bottom face of the double float in an enclosed mode through the short freeboard, the high freeboard and the double float. By the application of the technical scheme, the trapezoidal double float design not only greatly increases buoyancy force but also improves the system stability of the oil containment boom, enhances the anti-sinking and anti-flat-toppling capacity of the oil containment boom and guarantees smooth development of the oil containment boom and emergency rescue work.
