The invention discloses a sponge community rainwater comprehensive utilization system which comprises a hydrocone type roof rainwater collecting system, a main rainwater pipe network, an initial rainwater storage tank, a rainwater storage pool and a pumping water pump. The sponge community rainwater comprehensive utilization system is characterized in that the initial rainwater storage tank and an underground regulating pool are arranged over and under the ground respectively, and under the action that rainwater flows into a regulating mechanism, initial rainwater flowing through a water collecting pipe can flow into the initial rainwater storage tank, and later rainwater is drained into the rainwater storage pool through a water outlet pipe. A rainwater utilization method comprises the steps of collecting the initial rainwater on the roof, collecting the initial rainwater on the ground, distributing and purifying the initial rainwater, settling the initial rainwater, overflowing the rainwater, utilizing the initial rainwater, reusing the rainwater in the rainwater storage pool and collecting greenbelt seepage water. According to the rainwater comprehensive utilization system and method, when the initial rainwater storage tank is full of the water, the later rainwater directly flows into the underground rainwater storage pool, therefore, separating and distributing processing and utilizing of the initial rainwater and the later rainwater are achieved, the beneficial effect is significant, and application and popularization are convenient.
