Provided are a double-layer-waterproof double-layer-water-draining double-layer-heat-insulation roof structure and a construction method thereof. An eight-layer structure is arranged on a reinforced concrete roof panel and includes a reinforced concrete roof panel body, a leveling layer, a lower waterproof layer, a slope finding layer, a lower heat-insulation layer, an isolation layer, an upper heat-insulation layer, an upper leveling layer and an upper waterproof layer which are arranged in sequence. The upper waterproof layer, the lower waterproof layer, an upper water-draining layer, a lower water-draining layer, the upper heat-insulation layer and the lower heat-insulation layer form the double-layer-waterproof double-layer-water-draining double-layer-heat-insulation roof structure. Two independent water-draining systems are arranged on a heat-insulation roof and include a rainwater draining system of the upper waterproof layer and a water-draining system for the upper heat-insulation layer and the lower heat-insulation layer. The layers are sequentially laid on the reinforced concrete roof panel body, a roof exhaust pipe is installed on the roof panel, and a double-layer roof drainage floor drain is installed when the upper heat-insulation layer and the lower heat-insulation layer are made. The purposes of waterproof guarding and water draining are achieved while rainwater draining of the roof and water storage in the heat-insulation layers are achieved, two different heat-insulation materials are adopted for double-layer heat insulation, warm keeping in winter and cooling in summer are achieved, and the double-layer-waterproof double-layer-water-draining double-layer-heat-insulation roof structure and the construction method are beneficial to improvement of the living environment of people.
