The present invention discloses a ceramic and rubber composite type binding agent for grinding wheels and a preparation method of the binding agent. The preparation method comprises a first step of placing manganites powder, ceramic and titanium dioxide into a ball grinding mill for uniformly mixing, and sieving the mixed material by a 48-58 mesh sieve after ball grinding, thus to obtain a primary material; a second step of placing a Buna-N rubber into an internal mixer for plastification; a third step of mixing and placing the cooled Buna-N rubber and polyamine-imide and lithium oxide into the internal mixer for mixing, then adding the primary material, and discharging the above mixed material for natural cooling; and a fourth step of placing the naturally-cooled discharged material, ferrous disulfide and hydroxyethyl acrylate into a blender mixer for mixing for 30-40 min, and obtaining the binding agent by passing a 30-40 mesh sieve. The beneficial effects of the method are that ceramic and rubber are organically combined, the binding agent thus has advantages of both the ceramic and the rubber and is good in heat resistance, large in gas hole ratio, easy to maintain outline and high in strength, humidity resistance of the binding agent can be raised by hydroxyethyl acrylate, and the mechanical property, the heat-resistant quality and chemical resistance of the binding agent can be raised by polyamine-imide.
